To cover the first thing you mentioned...Yes, you could call the command multiple times, I believe. If it works similar to lua, you'd basically just write out a function that calls the "insertcredit" command (a standard game command that can be done through themes as well -- again, this isn't anything new) however many times.
As for what it could be used for, that's frankly up to people to figure out. ITG has a lot of potential when it's approached as an engine to be molded, changed and even improved. While it would be complicated, a clever themer could write some lua scripts which work in tandem with a player's flash drive to customize speed mods in standard ITG builds (i.e. cabinets not running OpenITG; OpenITG already has similar functionality). That's something that I think has TONS of potential because of how varied speed preferences are.
Of course, the big drawback to any of this is that for it to work, you need the signature file. There's only two ways to get that -- the key files are public, or you have an arcade operator or trusted source sign your files for you. In the former case, there's potential for abuse similar to what's described in the presentation. In the latter, it's simply inconvenient.
