Apparently made by some guy on the StepMania forums who gathered a bunch of coders and step chartists and told them to make a new rhythm game. A new rhythm game that's almost exactly like StepMania.

@notyourgoat There are currently no plans for an editor. For people who purchase the DLC packs, there will always be free content here and there. Pulsen, the game, will get updated often over time free-of-charge.

I'd say the target audience is the casual crowd at this early point in the game; people who've never played or play other music games with Guitars etc. Pulsen is a sort of all-in-one package with loads of good content. You know what you're buying and if there's a problem, the work's on the developers to get it fixed, not you. The benefit here is you gain, what we consider, the best charts ever made and no work required to get them.

Also, I love how the programmers try their best to make it seem like they are more original, despite the fact that EVERYTHING was taken from SM5/SSC.

I DL'd the free version when it came out and gave it a spin. If those are the best charts in existence I need to find a different existence

It looks offsync, i hope it's not.. Anyway, this is very esthetic, but except one or two effects (and i'm not totally sure) ALL of this can be done with the marathon edit mode. Don't need to make a new game for just change the arrows on ... spaceships ?

Pulsen doesn't seem to have a mac build so I can't see this up close for myself. Although I personally think it'd be worth checking out just for the appearance. I personally see the dark purple color scheme to be very appealing to me, if it was made into a 3.95 theme I'd get it in a heartbeat (Of course the chances of that are next to none, so not worth digging into).

Otherwise the charts look very DDR standard, nothing I find too fun or worth playing. At least some of the songs sound pretty interesting. And I have to give them credit for those custom made CD titles.
