Right, that is how we learned to pass them. But just think about if Kyle and Foy had the mindset that is going on in this thread. Think about if ITG had been released with just expert charts. Well yes, there are. But that ratio of fully charted sims to expert-only sims is slowly changing as more and more expert-only packs are coming out. Now, I'm not trying to guilt-trip anyone into making full charts for everything they do. I'm just trying to put it into perspective. Yes, we all played DDR before playing ITG, because ITG hadn't come out yet (at least for me). But ITG is its own game in its own right. It has a completely different game engine and new gameplay elements (mines, rolls, hands, marathons). Why tell someone to start with a different game?
And finally, the collab packs previously released on these sites have had full single/double before, right? Why change it now?

They won't admit it, but song choice is the only thing they care about.

Well, with the dominant charting here, you're kind of doing them a disservice. All that's at their level are the site packs, Ike Pie's stuff, and Dark Luke's stuff. Practically everything in Individual Files and Packs of Files is SX10+ only.
So you're guiding them to a few files appropriate to them, but they're mostly going to see charts that are far beyond what they can play.
For actually providing a large selection of custom files in their skill range, they'd be better of going to ZIV. Only problem there is that a substantial number of their prolific steppers don't care if their charts have doublestepping.
